Do you think cover letters still matter in today’s job market? Why or why not?

I am going to have to say in this that cover letters are essential to cut oneself out from the herd that gets judged by algorithmic intelligence and then potentially thrown under the bus for lack of keyword structure. Go the extra mile and compose a cover letter, spend $10 on three day FedEx and find who the Hiring Manager is and send it direct with the resume also. Upset the applecart and don't be winnowed out by a machine. The AI Resumes that get through are generic in structure. Do the unexpected.

I'd say for most part covers letters are a formality when it comes to bringing forth your best impression of your personality, and your particular interest of the role on paper for the employer.
