I've been also working as a small company recruiter and team manager for many years , I can gladly give you my honest opinion.

Booth as a recruiter and applicant I like to emphasize a lot on the Cover letter but it seems I'm minority in this and many applications dont even have a space for it any more. It depends on the position.

Also a few simple resume tips:
