Before they interview because im not sitting through an interview that I don't know what im being paid for the job im interviewing for.simple as that.

Why at the end? If pay is a high motivator for the position, why not ask early on. They've seen your application and work history, they know your worth. Why not ask early on and get it out of the way? I'd rather a prospective employee be totally up front with me as to why they want the job. Guess im not everybody though
