If the interviewer doesn't tell you what their timeline is, it's okay to ask. So if they say they will complete their interview process in a couple of weeks, I would follow up after that time.

I've been advised by recruiters to email thank you notes soon after interviewing. Usually the same day. Also, to echo your comment, I tend to follow up if I haven't heard back by the indicated response period.
