I agree Neil, definitely not a good strategy to lead off with your weaknesses and/or past challenges. Focus on delivering all your skills, experience and capacity that makes you a great fit for the job you're pursuing. After you're sure you've made a convincing argument to get hired talk about your past legal issues. Keep it brief but completely transparent and honest.
Try to explain how that experience has influenced your ability to become a better employee. Tie your insight into soft-skills needed for the job like (patience, heightened listening skills, empathy, attention to detail, etc.).
