Been a fed contractor for nearly 20 years now... I've never once written a cover letter. The real meat and potatos of the application is the resume, and there are some folks out there who are old school and will reject a resume without a cover letter... I've not encountered anyone I was dead set on applying to that required one in their hiring process though.

Cover letters are written bonded base between an applicant and prospective employer.
