Who should I contact if I feel unemployment denied due to quitting instead of waiting to get laid off or fired or die due to catching COVID from employer who almost certainly returned from India through New York and seemed infected?

Per the guidelines of unemployment you must have lost your job.  But you quit.   My state is a right to work state.  You have the right to work or not.   You should have taken your PT time. if you had any or not show up for work and forced your employer to lay you off or fire you.  But you could call your local unemployment office or state official
