I’d offer help directly first. It builds trust, supports teamwork, and can often solve the problem faster. If the workload issue continues or affects performance significantly, then I’d consider raising it with a supervisor ideally with the teammate’s awareness or encouragement.

I would ask this person to go to lunch outside of corporate and have an honest, starter discussion about being overwhelmed with work and solutions that range from positive techniques such as chunking and negative issues such as unnecessary rework. Then, I would repeat this process on a weekly basis as long as the "overwhelmingness" continues by offering additional suggestions during a SCRUM meeting that included all of the team stakeholders.

By the way, SCRUM is not an acronym, it was derived from the English game of Rugby where it is defined as "a means of restarting play after a stoppage which has been caused by a minor infringement of the Laws" (World of Rugby website).
