Customer service can be aquired from a host of jobs where you have contact with people: cashering, delivering, online communication, telephone calls, emails, ect. If you have ever done any such job you can claim customer service on your resume. If you are referring to specificly being a representative and you wish to have a job regarding phone calls, all my experience came from the job I applied to. They should be willing to train you for the position you are applying to...however if you meet any of the qualifications in the first example and you put that on your resume that will springboard you into that position and the training they give will center specificly on what you applied for: example-selling insurance.
