This is Definitely interesting and a never ending solution topic. This is more like why few high school kids get A in english and some don't when they have better Grammar in their written language.
Most of the Employers or their interviewer goes by certain perceptions and per industry analysis Employers end up more than 70% a wrong hires .
In the current Industry market, Higher Education and Certification are good for shortlisting, but Experience and Qualification plays a key role in the selection process. Hope this is helpfull.

Interesting question Gary. It depends on the company. Best place to start is with the job qualification requirements listed on the job description. A good understanding of the companies workplace culture is another good indicator.
I think for younger workers it's the Bachelor's degree first. Companies will take you on and train you as long as you have that bachelor's degree.
