Is meeting people and good customer service

So many companies make the use of an obscure software a mandatory requirement. It would be easier to describe the abilities necessary to perform the job. I realize this saves the company from having you learn or to train you.

Opinons or suggestions: I was recently awarded an offer for a position with Parks and wildlife department in IT, after about a month of waiting for a decision, they finally made me an offer for the job based on stating I was their #1 choice. Then I was instructed to get my background check done at a 3rd party fingerprinting company. after getting a clear background check I was then waiting on my start date which should have been immediately, but I was told by the recruiting company that the parks and wildlife department HR did a second background check and apparently something came up that "they didn't like" after that I was apparently dropped, because they never got back to my recruiter with a start date, nor would they return any inquiries to the recruiting companies hiring manager. So first of all, why would they run a 2nd background check after a fingerprint check came back clear. In my experience if there is ever any dispute with a normal background check you are instructed to get fingerprinted to verify incase of identity theft of any other confusion with another person of the same name. Second, why would a place like parks and wildlife not return any calls after I was already offered the job? Lastly, I just received several emails from other recruiting companies that the same position I was offered, is now open again. Any thoughts or suggestions?

I am trying to pivot towards programming or developer using Python. I have taken a Microsoft certification in Python. This certification is for introduction to programming using python although I learned OOP concepts as well. I have some programming experience in programming with Java but this was a long time ago. The reason I did not keep developing is that I was very comfortable at this company and they did not want a Java developer at the time plus as a System Analyst I would write code based on projects or needs. Now, I am looking to change careers and I am finding out it is not easy. I am also learning Django to get into web development. Please if you know of any company that is looking for a candidate like me. Thanks.
