What's the difference between people oriented and task oriented? Should I use one over the other on my resume?

I have worked 15 years for the Department of Defense Air Force many different talents and experience throughout my career but with layoffs on their way for the first time in my career I'm now seeking a new job opportunity it has been several months of looking only to receive 0 phone calls for job interviews I don't know what I am doing wrong can someone please take a look at my resume and tell me what needs to be improved?
