Why is it that companies make it difficult for 25+ yrs exp to hire? Not asking for large salary. Not a benefit to Co?

I wasn’t able to make contact with anyone at the Dover, DE plant but here’s some pertinent information that may explain the hiring process.
270+ jobs are expected in Dover as a result of a Playtex plant closing in Montreal, Canada this year. Chris Crowell, Vice President of Energizer’s Personal Care division explains in a recent Dover Post news article that the move from Canada to Dover, DE will be done in phases beginning late 2015 thru 2017 and will also involve a plant expansion. The job opportunities during the first phase will be mainly for engineers. The new company managing the production in Dover, DE is Edgewell Personal Care which just began operating as an independent publicly traded company this month, July/2015.

I used to ask myself the same question but I'm finding out that a high percentage of the job opening for senior career job seekers with 20 or more years of industry experience typically go unadvertised. Company's use a very different recruiting process for those positions if they choose to recruit outside of the organization; and that's a big if! These are very limited jobs openings with a large candidacy pool so the competition is high. What's the specific feedback your getting from your job applications?
