It depends on the State where you are hiring for and the position. Some positions require at least a Bachelors degree and some do not. Some will also take work experience if it is somehow related. Always apply but be prepared to show any and all experience you have. Some have entry level positions you would be able to move up in. Get your foot in the door and move up. Some state positions will also pay for schooling to get that degree.
