I have been trying to get a job as non CDL driver from last 6 months in ups at sugarland but not able to get any why?

UPS posts which jobs are open on their web site https://www.jobs-ups.com/ They typically hire their drivers from people who first work as a Warehouse Worker/Package Handler. Try that first.

It's great that you have been persistent in your job search. However, if you have been unsuccessful in your attempts, it might be worth expanding your search to other companies in addition to UPS. Consider looking for non CDL driver positions on Jobcase, Indeed, and other job search providers. Also, make sure your resume is up to date and clearly highlights your relevant skills and experience. Networking with people in the industry could also help you land a job. Keep trying and don't give up!
It's because it's all by company seniority. Every worker is a union employee and depending on how many years of service you have your seniority date needs to come up for the position. You also need to make sure you are on a driving list that goes up every 6 months.
