So I’m looking to become a freelance designer, but the problem is that I don’t have a huge portfolio of past clients. I know this is going to trip me up when I start looking for work. What should I do?

As a freelance illustrator & graphic designer, I've encountered my fair share of those who express concrete interest in collaborating with me, then never respond back to my affirmative replies. Should I continue to pursue these possible opportunities, or move on?
