I worked for a major aerospace company and it took them a month to mail my COBRA paper work to me after my layoff, and then I was charged for time i did not even have the paper work to submit to initiate the COBRA coverage, in turns out I was charged from day one of my lay off. You may also find it not the great deal you might think, I found coverage at less than have the price of COBRA on the internet, so unless your previous employer is paying a large part of the coverage, you mat want to take a few minutes and look into finding your own.

How long ago were you separated from your employment?
COBRA paperwork can be mailed to you, so make sure your former employer has your current address on file.
The employer must notify the plan administrator of your termination and COBRA eligibility within 30 days of the triggering event (your termination/separation)
The plan administrator then has 15 days to get you your paperwork. So the max amount of time it could take for you to get COBRA forms is 45 days from separation.
