Hi Jessica,

Great question! The answer depends on which organization you're asking about. A big company typically has a recruiter dedicated to filling open positions. A medium or small sized company can have an HR generalist handle hiring in addition to other HR responsibilities.

Typically, the person responsible for positing the job will receive the applications and do the screening/interviewing. To make sure you have an opportunity to make a good impression, it's helpful to include your cover letter in the same document as your resume.
