Yes I feel like the WAH jobs are to get you to pay the fee and that is what they make. 99.9% of WAH jobs are scams.

What kind of work-from-home job are you looking for? There are a few common types, like call center Arise (http://www.arise.com/) and freelance work you can find through Upwork (https://www.upwork.com/)
Just remember that work-from-home jobs, though convenient and awesome, are often not as lucrative as working outside of your home. But any money is helpful, I'm sure!
