why wont Walmart hire me after everything went through except the background part that happen 15 yrs or longer and then when I apply again and again they don't respond or call back.

Once that happens no matter how long, it flags your name (SSN) and puts a red flag by it in the system. If the issues was at Walmart, it blocks you completely. Try going in and talking to the HR lead. They have relaxed some of the restrictions due to the hiring issues.
