Asking for a reference?
So here's the deal - references can make or break your application. It's no secret. You need to know what people are saying about you when potential employers call. That means you need to let them know that they're a reference! I recommend sending an email or giving your reference a quick call to let them know what you were thinking. If they agree, awesome. If not, you just avoided having a bad reference on your resume!
Yeah, it can help if you let them know a little bit about the positions you are applying to as well, so that they have a point of reference.

It is not necessarily that your reference does not want their information shared. As the company you want to be hired by does not know you, I do not know them either, do they have good privacy policy practices? What happens to that application once you hand it in? I handed in an application to a potential employer once, did not hear back, so I followed up. Hiring manager could not find my application. He said he misplaced it somewhere. That application had my SS number and all my info on it. Can you say identity theft. It goes both ways.
Good advice. Though it's usually better to ask them if they are willing to be a reference.
