Non-English Speaking Recruiters

I am being inundated lately with recruiters from India trying to connect with me, via LinkedIn. I also know that in the IT industry, there is a lot of involvement from India. I am also getting tons of calls from recruiters in the US that are not at all understandable with their English? I know I have passed on some opportunitites, simply because I could not understand the recruiter. This is most unfortunate for both recruitment firms and job seekers alike. Before I get lambasted as being "racist", this has nothing whatsoever to do with race. It is pure and simply a question as to companies hiring people that cannot communicate effectively in English, when they are talking to English speaking clients. If I spoke Hindi or Punjabi, for example, I am sure there would not be an issue.
Has anyone else had a similar issue? If so, what is the best solution? I am sure it is just as frustrating for the recruiter, as it is for the job-seeker, to not be able to communicate with the client.

Be very very careful when dealing with recruiters from India. Although a lot of programming is done by Indians it's primarily because they work for very low wages. They don't need to find anyone in the US to program.
