Debra, I was in the same boat, however it may be a good idea to start in general HR which is sort of a "do it all" person. This would give you time to learn the ropes and a shoe in for a promotion. Hi Deborah: I think it's all about making sure your skills translate to the HR position you want (which they should!). You might not have experience in the actual title role, but if you can demonstrate that you're a strong organizer with great customer service skills, I'm sure an employer will want to work with you.
