I have a choice to make

I am going on vacation in July, but I also have my Masters Degree in Criminal Justice, and have been researching jobs before I leave. Should I apply for jobs knowing that I will be leaving for a vacation in the latter half of July or wait until I return to apply?

In my experience, it is wise to start now. You are talented and the team you want to engage with will want to support you as well. You may need to take if off w/o pay, but at least you have employment to come back to.

You should just start applying now and if you get an interview that you think goes very well you can inform them on that interview that you have previous vacation plans. I did that at 2 previous jobs over the years and they had no problem with me taking the time, which I gladly took without pay since I was new.

I would never put the cart before the horse. Remember, the types of discussions youare talking about should only happen when settling your start date. Get an offer first, then use leverage to decide what is most important. Bringing this topic up too early can disqualify you as "the best candidate."
