Is this normal
I had applied For a job online and submitted it , 10 minutes later i get an email from this company they sent me another form to fill out before I could be considered for this job it was called a Federal Work Opportunity Tax Credit they asked if I had been on any form of government or state assistance , I didn't even know that they could legally ask any of these questions since it didn't have anything to do with the job I applied for or my past employment so isn't it discrimination if you are turned down for a job because of this

I don't know if you could consider it discrimination. The company I work for has all new hires packets and the Federal Work Opportunity Tax Credit is part of our hiring paperwork. We do not use this against anyone that is considered to be hired. It is just something that the federal government uses as a tax credit that hires people that are on government assistance is how I take it.
