Well if they listed that they desire one, then sure. However, some human resource managers (as well as other hire/fire decision makers) don't always like to read the cover letter. Typically it depends on who they are. For a position such as Costco, I would write a full cover letter and have it ready. Unless they specifically state not to, I would by default. Should you still be uncertain you can do one of two things: 1.) You can walk into a Costco (if you or a friend have a membership) and ask any employee especially one in the field your applying (e.g: Cashier, BOH, etc.) or 2.) Call from a number you don't plan on listing on your resume or cover letter (like a house phone, friend's or relative's) and ask the desk if they think you should even perhaps ask for a manager to put the question to. Just make sure they won't recognize your voice (unless you believe that you're fine).

Certainly. A one page letter should be sufficient. Be sure to highlight your experiences and skills, open yourself to meet personally with a potential employer

Hi Louise: Great question! Unless they explicitly say no cover letters, you're actually showing that you're willing to go the extra mile to get the job. Just make sure your cover letter isn't a re-hash of your resume. Go into depth about why you're the perfect fit for the job role and the company. Make sure the whole letter is limited to one page.
