Followupletterbutnointerview

Presently I am receiving help in my job search with the GA department of Labor and they were telling me about doing a follow -up letter. What I been reading about on what a follow -up letter suppose to be is after you get an interview and then you send it to the interviewer like a Thank you note. So far I have not been given an interview for the last twelve months and I do not think on doing a follow up unless the letter is to inform most of the jobs I applied for that I'm still interested with the position. Should I still send a follow-up letter even if I have not been given an interview?

If you haven't got an interview yet, then I would suggest to call or send email about the position of your interest.
