If you paid through PayPal, you can try disputing it (https://www.paypal.com/us/webapps/mpp/brc/disputes-claims-chargebacks-and-bank-reversals) -- I'm so sorry to hear you lost money, remember in the future that legit jobs do not make you pay application fees! Also anyone offering to "guarantee" specific pay is likely shady because they shouldn't be able to guarantee anything.
