I am defeated I have applied to advance and ever just lateral transfer to be closer to home instead of commuting for the same company for 3 years now. I am great at what I do and I have proven it over and over again. I have asked why and have been told by my regional manager he doesn't know what I do because my manager has never told him. I had the perfect opportunity to work on the site I live on and was told by that manager that he was boxed in and there was nothing he could do cuz he was told by higher ups. Am I being black balled? I feel like it. I always ask what else I need to learn or do and no one ever knows. Any direction would be helpful. Has anyone ever gone through anything like this before??

It sounds like it might be best to begin looking for a new job where the company has a better sense of structure and know how things work. It sounds like quite the mess Nichole Orman and I am sorry you have to endure that.
Sometimes you get stuck in a position because your supervisor/manager gets credit for the work you do...(bonuses, etc.) They don't want you to leave because their numbers go down. Meanwhile what do you get? Credit? a raise? Maybe if you're lucky a cheesy little paper printout award to frame and hang somewhere that means nothing? I know how you feel.
