Try local supermarkets, baggers or cart return positions usually can start at 15. Or a local restaurant for dishwashers, cleaning tables etc. Also ask elderly neighbors if they need any help with shoveling snow, cleaning yards, cutting grass in summer etc.

I would say, dog walker. You can ask your neighbors if they need any work done that they cannot do, especially the elder. I would start with stuff like that, I don't know how old you need to be for fast food places, I know the In and Out Burger pays well for teens. :)
