Hi Megan, It could be that you are getting that message more as a general reason for them not hiring you. It may not necessarily mean you are not qualified for the job. One thing you should do if you don't already is to follow up with all of your applications within a couple of days. This will show the employers you are detected and will also bring your application to the top of the stack, so they see it more frequently! Hope this helps!
