Unintended to hire

Is it illegal to do a background check on somebody even if they don't plan on hiring them. I thought that you have to hire first before doing your background check unless you don't pass it. So they did my background check but it took a little long so they gave my job to someone else which I believe they never really wanted to hire me.

Yes but if they offer you the job pending background check is different. Also I found out the move from someone to to thAt another department to the one I applied. What about equal employment opportunity and the fcra rules.

Companies can do a background check before hire and it can take any where from a week or two depending on the job you are applying for
