Has Anyone had the experience of being told you were hired and after waiting over a month to start the position and then being told that due to budget restraints the position is no longer available. That month could have been spent pursuing other job opportunities that was missed due to misinformation.

Lately yes, more than once and with some reputable companies too. No job offer is a real job offer until I clock into work the first day. I never give up the job search until then.

That is dreadful. I have had offers rescinded before due to budget issues or the position being eliminated, but I was typically notified rather quickly. I can't imagine being strung along for a month. Ridiculous.
