Hunting for over a year

I'm an electrical and control systems designer in the O&G field. I've been job hunting for 15 months now and although I've had a few interviews, most of what I get are "flush" letters. In other words, the letters are telling me they've found someone more qualified for the position so the letter is only worth flushing down the toilet. I guess I'm over qualified for the jobs because of my 35 years of experience. What the recruiters don't realize is that I'm perfectly happy to take a position that pays less that what I'm used to. The advantage for them is they get someone that can do the job they want and more for less and when the business picks up, they have an employee that knows the company system and has already developed working relationships with the team. I'm so disappointed in the short sighted attitude of employers. How can they NOT see this as a boon for them?

I understand the feeling of getting the flush letters. I have found that doing side jobs for smaller companies would maybe help or even seek out a temp agency that specialize in your field.
