Why is it experience doesn't seem to count anymore?
I just don't get it, I have 10 years experience working with the mentally disabled. And when I interview at these types of places they want you start at entry level wages. It is mind numbing work and can take a real toll on a person mentally. The last place I interview at wanted me to start at $9.50 an hour! That's a slap in the face to the staff even if they have NO experience! A single person can't survive at $9.50 an hour. Sam's Club starts a person out at $10.50 an hour and the worse you deal with are cranky customers!!

Hang in there. What you are doing definitely makes a difference in their lives

I really know how frustrating it is, Anita. Have you thought about trying to use staffing/temp agencies? They're pretty good with helping you find a job that fit your experience and with the pay that you are looking for.
Companies want to pay the least & then evaluate you with the lowest scores
