Changing clocked in hours

My coworkers and I have noticed that the last 2 weeks our manager has been going in and changing the hours that we were clocked in. We do not have set end hours because I work in a daycare and we leave depending on when the kids leave. But our last checks seemed smaller than normal. She has done it to at least 4 of us that we know of, shorting us on anywhere from 2-7 hours in the last 2 week pay period. Who do I go to to complain? This can't be legal! If I work 10.5 hours in 1 day, I don't care if we are getting "too much overtime"! She made the schedule!

So we did all talk to my manager. Her response was she had no idea how it happened. And after talking to her more, she said she would not be paying us for the mistakes, it wasn't her fault. We will be contacting out Payroll and HR dept next week to see what they say.

I would recommend that you speak with the manager first, before getting an outside organization involved. Perhaps the four of you should confront the manager together. If that doesn't work, and assuming you have proof, then proceed with contacting the DOL. I'm sorry this has happened to you, but please keep an open mind given there could be a logical explanation.
