You should try the grocery stores and fast food places near you. Also movie theaters will start hiring earlier too. I know for Sure McDonald's hires at 14, and grocery stores will usually hire 14 and 15 year olds as baggers.

I believe the age requirement is 16 years old....with the exception of some positions like delivering papers and such. You could see if you could offer services as a lawn maintenance person to your neighbors, general clean-up, etc.
