When you call you have to literally be on hold ALL day. Dedicate a day from the time they open and keep your phone on speaker until someone gets through.

Apparently this is not uncommon, what I did was contact my local senator who responded the same day and had my card and benefits within the week. Hope this helps

Then after you wait all day and they say sorry I can not help you it needs to go to the next level and I have been waiting on that for 2 months!!
