Correct Use of Terms

I was Recently Released from my Position stating the reason was Cost Controls. I had assumed this advancement position last year; it meant both advancement in salary and status within the company. At the time of promotion I had concerns because pervious management had left under cloudy conditions. I made an agreement with the VP giving the position that if it did not work out I would be able to return to my previous position and assume the lower pay. This did not happen and I asked the question of returning to my old position I was told (this is not part of that) Do you think I have a case of wrongful termation

That is wrong the agreement is what you said they only said yes so you would take the job it's so messed up

Hmm, not sure. I'm not exactly sure what cost controls means, but if it's a money thing that you did something wrong with, probably not. Can you give a little more info about the circumstances?
