I think a lot of employers collect resumes throughout the year so that when it comes time to hire, they already have a stack of resumes to work with. Also, have you been following up on your applications once you submit them? Try calling a few days after applying - it's a great way to get the ear of an employer and let them know how interested you are in the job role!
