Take a step back to review the process reality. The goal is to obtain and maintain the interview process. The objective is to obtain employment. If you are struggling to find and interview, you know where the breakdown is happening. If you are struggling to make it to the second round, you know where the breakdown is happening. Poke Yoke the process.

Networking is important. Never be afraid to send emails and attend job fairs. Also look for volunteer opportunities and think outside the box. Do you have skills to easily gain work in another area; stay employed whilst pursuing your goals.

Do you have a LinkedIn profile already? If not, I suggest professionally setting one up (or a couple). Then follow and reach out to key members of target companies in your industry. Also, build and maintain a good relationship with a few staffing agencies in your area. Sometimes they have the inside scoop on industry hires before the news goes public.
