Getting hired after age 60

I lost my job as a Sales Administrator/Front Office Manager after 17 years with a company that is going out of business. Actually, they just stopped paying me and I had to quit working for them. I turned 60 years old this year. I have been actively looking for administrative work for 10 months and am signed up with 10+ employment agencies. Although I have had several interviews, I have yet to get hired - even for short term temporary work. I have 40 years experience working in several types of office environments. I have an excellent background and very good references, dress professionally, and present myself well. I have repeatedly completed Prove-It testing including Microsoft Word, Power Excel User, and 10-key and have passed these with 90-100% proficiency every time. I have extensive office experience, managerial experience, customer service experience and even data entry experience. I am willing to accept less than half the salary I am accustomed to (I do not make an issue about salary to any prospective employer) and have a positive attitude regarding any work including that for which I exceed qualifications. Yet, I am consistently told that I am over qualified - even for temporary, short term positions. Any suggestions?
