George,
This is actually incorrect. Some employers may ask you what, if any social media platforms you have/use, and it's okay (and legal) for you to have any type of account, but if you lie about being on social media, and employers search your name and find yours, you've now lied and can damage your reputation before even being offered a position.
Of course you wouldn't choose to volunteer this information but in terms of being asked this question, it's okay to inform them that you are a part of the social media world due to the advancement of technology, such as LinkedIn or Jobcase (which are both SM platforms), but if Facebook is discussed, there's nothing wrong with this as long as you're responsible and understand that this type of platform is for personal use, not to bash or speak negatively of a company or your peers. With or without your SM urls, anyone can still find you based on a name or email search. So while it might be smart to withhold this from employers, keep in mind if you're caught lying, it's only affecting you.
