construction is and should be in with unions to help with hours and pay and more
unions can help construction crews and members to be paid like teachers meaning 9 out of `12 months in certain states.

I know most tradesman need to members of local unions in order to qualify for contracts; especially to work for the city/state but I don't think development would benefit from seasonal construction work. I don't think they would be able to secure a contract working 9 months out of the year.
