Who should I address this too?
There’s a Target distribution center nearby that I want to work for but they're not hiring right now. If I decide to send the manager a letter of interest would it be okay to address it “To whom it may concern” if I don’t have the manager’s full name or is that too informal for this kind of letter?

Is beter to wright it as sir or madam that way u adress it more professional matter

Hi Tony that would be the proper way, but you would want to say to whomever, not just whom.

first have you applied for any position on online or in the store? second i would go to the store website and find the HR number which is also know as the Human Resource they are the ones who hire and fire people, so you should contact the HR manger and write to them or sometimes it is better to call them, However if you do choose to write them make sure your letter is an a professional manner and at the end of the letter you should write something like thank you for taking your time out of your busy day to read this and i look forwarded to hearing from you . then your name .

In addition, you can always ask the hiring department, whomever that may be, what's the preferred salutation

Yes !!

yes sir

I would suggest that you call and find out who does the hiring. Once you find out address your letter to that department, and follow the instructions given

Yes. That would be the correct way to respond to someone whom you do not know his or her name.

Research Talent Manager or site manager on LinkedIn to get name
Tony, Is this place close by.? I have applied to Target on-line and didn't get any hits. To whom it may concern is probably okay. If you can get to the center, and see a secretary, or foreman, and explain ;when thing open up, you would like to be consider for the opening. Seems ok, sometimes; in person; leaves a better impression. Good luck
