Many SMB (small and medium sized businesses) outsource their Payroll/Accounts Payable hiring because it's simply not their area of expertise. For example a small chain of restaurants are experts in food services (not necessarily with accounting functions...) So yes, you will find direct hire situations, but equally possible you'll go through a staffing agency to get a job in accounting. Hope that helps answer your question.
