Office Team - thoughts on responding?

OK - I received an email from Office Team/Robert Half stating they had found my resume on Career Builder. They would like to possibly schedule an appointment. Here is my thoughts on this - I have uploaded my resume to their website months ago - no response. I have submitted resumes to their job listings - no response. I know people who have used them and it's nearly impossible to get an assignment from them unless you call them every day and bug them until they respond. Another friend who is starting to look for a job for when her contract ends at her current job went in to see them - they e-mailed her last week after not hearing anything for a month asking her if she had found a job yet and if not, if they could offer any help. Isn't this what a temp agency is supposed to do? Find her a job? (Her current position is only part time and she can work basically any time she wants. She wants to get something full time started now so there isn't a paycheck gap.) A former co-worker of mine who is in HR for a local college told me this agency calls her almost every day begging for her business. She had told them repeatedly they have no openings and do not use temp agencies. My question is - I feel like I should draft a professional response to this recruiter and basically point out their shortcomings, politely of course, and request that they no longer contact me as they have the track record listed above. Or should I just let it go? Thoughts?

I've had some experience with temp agencies as well, including this one, and I feel like I've always had to check in with them every few days to try to find something. I think the thing to keep in mind is that they are trying to fill a lot of jobs with a list of people that you don't know how long actually is. I think it goes with job searching in general, where you have to keep putting some work in. You can't just leave everything up to other people.
