wasn't there a federal initiative a year or so ago enacted to address this issue a year or so ago. I think it also included a free computer for homes with kids in school and no service.

If you live in a Comcast town then ask about Internet Essentials. To qualify: A- You cannot have been a Comcast internet subscriber in the last 90 days.
