Federal Covid Financial Coverage Reimbursement?

My work stated they were exempt from honoring the Federal Covid Monetary Reimbursement. I work in Healthcare. Does this sound legal. My daughter is now quarantined for 14 days due to exposure. I was exposed at work, but am expected to work since I don’t have symptoms.

I was just permanently laid off due to COVID. My employer says they are exempt which reduced my unemployment by $100 week.
