I am sruprised to hear this, in my area UPS goes through employees at the bottom levels so fast that they are always hiring. My son worked there for about a month and he lasted the longest time of the ten people who started at the same time as he did. He said he applied online and they called him. It's a great place money and benefit wise, if you stick it out at the lower levels there is plenty of room to move up and if you are a student their tuition benefits are great. Good luck.
